David Spencer has over 34 years of experience in the Federal Government developing space systems. As the Chief Technologist of SAE, Mr. Spencer guides and advises the planning for the next generation of NOAA environmental satellite constellations, adapting new technology and commercial business practices to achieve enhanced performance at lower cost.

Mr. Spencer develops and implements systems engineering and program management policy to ensure quality and success in meeting NESDIS mission goals. He engages NESDIS government partners in strategic planning to leverage efforts across multiple agencies for the maximum use of tax dollars. Additionally, he coordinates concept development of future systems to adapt with the changing needs of the country, which drives NOAA’s mission.

Prior to his position with NOAA, Mr. Spencer served at the U.S. Naval Research Laboratory in Washington, D.C. developing space systems for national and science purposes. His expertise lies in space systems, from design, fabrication, and testing to launch and flight operations.

Mr. Spencer holds both a Master and Bachelor of Science Degree in Aerospace Engineering from the University of Colorado
